School District of Milton Superintendent Search
The Board of Education is pleased to partner with Hazard, Young, and Attea (HYA), a national consulting firm, in the search for the next superintendent for the School District of Milton. The board plans to select the next superintendent by mid April, 2026.
This search starts with posting for the position and planning sessions with HYA. In the coming days and weeks, the group will work to connect with stakeholders and gather information from the community on what Milton is looking for in our next superintendent.

Superintendent Finalists
We are pleased to share that the Board of Education has selected three finalists for the Superintendent of the School District of Milton. After a national recruitment process and two rounds of interviews, the Board’s finalists are (in alphabetical order):
Jeremy Bilhorn
Professional Biography
Jeremy Bilhorn currently serves as the Principal of Milton High School, a role he has held since 2008. His career in the District began in 1997 as a social studies educator at the high school. During his tenure as principal, he led with a blend of fiscal stewardship and community partnership. Bilhron provided leadership during the recent $35 million renovation of Milton High School and initiated the ongoing Healthcare Sciences facility renovation. Beyond his experience in facilities management, he has focused on preparing students for college and career readiness and expanding the STEM programming by co-authoring grants.
Bilhorn earned a Bachelor of Arts in Secondary Education from St. Norbert College and a Master of Science in Educational Leadership from the University of Wisconsin-Madison, where he also completed postgraduate coursework in the Superintendent Specialist Program. He is currently obtaining his Superintendent Licensure through the Educate Pathways program at St. Mary’s University of Minnesota.
Jennifer Cramer
Professional Biography
Jennifer Cramer brings nearly 30 years of student-centered leadership, currently serving as Principal of Northside Intermediate School. Previously the longtime Principal of Milton East Elementary, Cramer is known for fostering inclusive, supportive learning environments where both students and staff thrive. Her approach combines strong relationship building with data-informed decision making to enhance student engagement.
Cramer holds a Bachelor of Science in Physical Education from the University of Wisconsin-La Crosse and three graduate degrees: a Master of Science in Curriculum and Instruction from UW-Whitewater, a Master of Science in Educational Leadership from UW-Madison, and a Master of Science in Superintendent Licensure from Edgewood College.
Dr. Frank Redmon
Professional Biography
Dr. Frank Redmon brings extensive experience in building district-wide cohesion and expanding student opportunities. He currently serves as Superintendent for the Keystone Central School District in central Pennsylvania. Prior to that position, he led the Quilcene School District in Washington. At Keystone Central, he has a demonstrated track record of improving student growth in core subjects while overseeing major construction projects. Dr. Redmon is a connections-focused leader, having unified communities in districts spanning hundreds of square miles and has led international schools in Turkmenistan and Belarus. As superintendent, he has focused on strengthening community involvement and expanding career and technical education to ensure every student finds a path to success.
Dr. Redmon received a Bachelor of Science in Physics from St. Norbert College, a Master of Education in Educational Leadership from the University of Washington, and both a Master of Science and a Ph.D. in Educational Leadership and Policy Analysis from the University of Wisconsin-Madison.

Mid- to Late-March 2026 – Board selection is made. Offer to candidate is made.
Late March or Early April 2026 – Selected candidate is announced, approved by Board in open session
July 1, 2026 – New Superintendent’s contract officially begins
Leadership Profile
To find the right fit for Milton, the Board and HYA sought feedback from our community. During January and February 2026, HYA consultants met with stakeholders across the district to understand what matters most to our community members, staff, and students.
This feedback has been compiled into a Leadership Profile Assessment. The Board and our search team are now using this report as their roadmap to recruit a candidate whose leadership style and character align with our district’s unique needs.
